Claude Code and Codex are capable coding agents. Orchestration adds the operating layer around them: who owns each change, what context and permissions they receive, how conflicts are resolved, which evidence proves correctness, and where a human must approve.

We treat the coding engine as a replaceable worker behind stable work packets, repository instructions, policy, and evaluation.
